New York: Mohamed ElBaradei and the Nuclear Bank Idea
File this under "even a stopped clock is right twice a day." The nuclear bank idea, which the BBC expertly explains, could slow down the proliferation of nuclear weapons. On the other hand, the BBC correspondent could do better than sneer at the so-called unilateral approach of the United States: the nuclear fuel bank idea is being considered because of the United States's wilingness to use military force. Had the U.S. not invaded Iraq, had the United States not pressured Libya into giving up its nuclear program, and had the United States not raised hell over Iran's intentions, the old status quo would still reign.

In an exclusive BBC interview Mr ElBaradei said that he had received "a good encouraging response from the United States".
"Washington," he said, "was ready to offer some nuclear material to be part of the fuel bank. I got the same response from Russia. So we are hard at work," he told me.
