Philippines: Claims of Government Deal to "Create Islamic State"
The Manila Times reports that the mayor of Zamboanga City, Celso Lobregat, is claiming that the Filipino government has made a secret deal with MILF, the Moro Islamic Liberation Front. The MILF will be signing an official accord with the government of Gloria Arroyo after Ramadan, as we reported yesterday. Mayor Lobregat has said that a secret undertaking has been made which will allow for the formation of an Islamic state on the island of Mindanao. This would entail partitioning off the island.
"This is a complete sellout and we will not allow Mindanao to be dismembered, and we must act swiftly before it is too late," Lobregat, a former lawmaker, said in a news conference broadcast on radio stations here.The Manila Times reports that some local radio stations had been agitating the public, urging them to protest against this "secret deal". One phone caller suggested taking up arms to fight the MILF and keep Mindanao intact.He said he spoke with lawmakers and politicians in the southern Philippines and they agreed to look into the agreement signed in September in Malaysia by government and rebel peace negotiators."
The concept of ancestral domain has been raised in the dispute. This is a reference to the ILF's demands for territory which would constitute a Muslim homeland. It is the most important issue to be settled before MILF can reach a political settlement, the report claims.
Both sides have agreed on several crucial issues, including the coverage of a proposed ancestral domain in the five Muslim autonomous provinces of Basilan, Sulu, Tawi-Tawi, Lanao del Sur and Maguindanao, and other areas in Zamboanga del Norte, Zamboanga del Sur, North Cotabato, Sultan Kudarat and Sarangani provinces, where there are large communities of Muslims and indigenous tribes.Three million muslims live on Mindanao. Murad Ebrahim, chief of MILF has said his group is sincere in talks which have taken place so far, and is willing to end hostilities in Mindanao.
