Canada: Suspected Islamist Terrorists To Move to Federal Penitentiary
A report from Canoe News states that four suspected terrorists who are currently being held at a remand facility in Ontario are to be transferred to a federal penitentiary.
The men are from North Africa. Three, Mohammad Mahjoub and Mahmoud Jaballah and Syrian Hassan Almrei, come form Egypt while a third, Mohammed Harkat, comes from Algeria. All four deny having links with Al Qaeda. The Egyptians are being held at the Metro West detention Centre, and Harkat is in an Ottowa jail.
Critics have said that the individuals, who have stayed in detention awaiting trial for long periods, are not being kept in accommodation suitable for long-stay detainment. They have languished in remand, mostly in solitary confinement. One individual has remained in detention for five years.
They are awaiting deportation to their home countries, but the likelihood of torture when they are returned has kept them confined for so long. Mahmoud Jaballah, who has spent most of the past four years in detention, and is a father of six, claims that his detention is "unconstitutional".
Alex Swann, a spokesman for Public Security Minister Anne McLellan, dismissed criticism of the men's conditions saying "The immigration security certificate process is an exceptional measure and it has been used sparingly." He added "Detainees can leave the country if they so choose."
