Cuba/US: Guantanamo Hunger-Strikers are Force-Fed, During Ramadan Fast

During Ramadan, the hunger-striking detainees at Guantanamo detention centre continue to be force-fed, but before daybreak and after nightfall, in accordance with Islamic tradition, according to Le Monde. According to the advocates and organisations of human rights, who obtained information on the situation at the base opened in January 2002 in Cuba, the protests which have been going on in "relays" for some months have not involved more than twenty prisoners, but these form a determined hard core.

On Friday 14 Oct, a federal judge in Washington examined the submissions of a group of advocates of the Center for Constitutional Rights, the organisation behind most of the claims against the detention of "enemy combatants", arrested by US forces in Pakistan or in Afghanistan. Lawyers claim that there is no information concerning their clients. They want to be able to have details of their clients' state of health and the manner in which the "feeding plans" of the military authorities are enacted.

The government attorney, Terry Henry, affirmed that 7 hunger-strikers had been force-fed in hospital and that 17 others were also on hunger strike, of which some had been fed by tube, but had not been treated in a hospital setting. The Pentagon refused to say which of the detained individuals were involved. "The families don't know if their relatives are on the hunger-strike nor what state they are in", complained lawyer Gitanjali Gutierrez, co-author of a CCR report on the hunger-strikers published on 8 September.

Having held nearly 600, Guantanamo houses from now on 505 detainees. Since an order from the Supreme Court on June 2004, they have had the right to contest against their detention in a court of law, but without witnesses present and never in person.... The hunger strikes had been recurring since 2002. From the start the detainees reclaimed an improvement in their conditions of confinement, for bottled water, which has been distrtibuted among the detainees as a reward for "cooperation". More recently they have negotiated the right to contest their detention in a court of law.

According to the Pentagon, which counts a hunger strike as nine consecutive meals being refused, the strikers had numbered 52 at the end of July, and more than 131 in August. Conforming to the practice enforced in US prisons, states the military, the detainees are fed by perfusion and by mouth. Certain sources indicate that the hunger-strikers are fastened to their beds. For others their guardians let them have at least one hand free. The army prefers to speak of the detainees being "fed involuntarily" and not "force-fed".
