Iraq: Polling Has Started in Crucial Referendum
Today the polling stations in Iraq have seen people thronging to register their votes in today's referendum on whether or not to ratify the draft constitution. The road to this crucial decision-making has been rough and violent, and has even threatened to bring about civil war.
The threats of the country fragmenting have led to a cross-factional agreement to modify the terms of the draft constitution, only days ago. The amendments allow for the constitution to be "reconsidered" next year. This was to make it more appealing to Sunnis, whose leaders have opposed the constitution since it was first drawn up.
Reuters have said that all traffic has been banned during the voting. Suicide car-bombers have been active in recent months in Iraq, and people in queues are particularly vulnerable to such attack. An estimated 15 million voters are expected to cast their ballot. Polls should finish by 5pm local time today.
The one area where voter turnout is thin on the ground is Mosul, where leaflets have been sent out urging people not to attend the polling stations. This is a historic day for Iraqis, who had no rights of self-determination under Saddam, and fewer in the time from March 20, 2003, when the liberation/invasion began, and the country descended into near-anarchy, with communities trying to survive while living under a constant threat of factional violence.
