Dutch Hofstad Group and Nalchik Islamists - Both Had Links to Chechnya

The raids today upon Islamists in Holland and the events of Nalchik in the Russian Caucasus have a circumstantial, if not an operational link: Chechnya. One of the seven people detained today was Samir Azzouz. In January 2003, according to Radio Netherlands, Azzouz had attempted with another person to enter Chechnya in 2003. Russian police stopped him from crossing at the border, and sent him home. From that time onwards, Azzouz had been under surveillance from AIVD, the Dutch intelligence agency.

In October 2003, Azzouz and four others were detained on suspicion of planning an attack. He was set free. He was again arrested in July last year, and machine gun cartridges and a bullet proof vest were recovered. At his trial this year in Rotterdam, he was convicted of possessing illegal arms, though a further charge, that of plotting to attack public buildings, fell through. Having spent time in jail, his three month sentence was considered "used up". He was acquitted on April 6.

This afternoon's Reuters article claimed that Azzouz is linked to the Hofstad Group and these in turn are associated with Mohammed Bouyeri, killer of Theo van Gogh. Several links with Chechnya are to be found with the Hofstad Group. Azzouz and Bouyeri were of Moroccan origin, but there were also Chechen suspects arrested as Hofstad Group members.

The website Militant Islam Monitor documents press articles from the time. For example, a report from The Scotsman described how two Chechen citizens were arrested in connection with the van Gogh killing. The prosecution spokesman, Rob Muelenbroek had stated that on a suicide note left by Bouyeri, one of the Chechen's fingerprints had been found. Though Bouyeri had acted alone, it was believed at the time that he had logistical support. In the report, the Dutch secret service claimed that 12 suspects taken from Rotterdam received weapons training in Chechnya.

A report from May 26 this year by Newsday.com wrote of the two Chechen citizens who had been arrested, one from Tours in France, who was called Bislan I, aged 22. The other, who had been taken in Amsterdam, was Marad J, again aged 22.

The French-arrested Chechen suspect's name is revealed as Bislan Ismailov, and it was his fingerprints which had been found on Bouyeri's note. That members of the Hostad Group are potentially linked with armed insurgence can be found in the case of another member, who was arrested in Amsterdam in June, 2005. according to Expatica, when he was found, sitting in a car with two women suspects, he had a loaded machine pistol, two filled ammunition clips, a silencer and a box with 14 rounds of ammunition. The two women were detained as well, also suspected of involvement in the group. Justice Minister Piet Hein Donner told the Dutch parliament that the arrests had been connected with the detention of a 32 year old man in London on Wednesday the 22 June, a day previously.

A report from Nisnews from 21 September 2005 has claimed that five Muslim women, among them ex-wives of Hofstad Group members, have testified against the group, and have confirmed that the ofstad Group is a terrorist organisation. It became clear a week earlier that the Hofstad Group members in custody would only be charged with being members of a terrorist group. Only "Jason W. and Ismael A would be charged with attempted murder, for throwing a grenade while police attempted to arrest them..

In a report of the arrest of seven Hofstad Group suspects, by the BBC, the incident involving the hand grenade injured four police officers. The raid, which had taken place in the Hague, near the Spoor train station, had involved a 14 hour stand off, during which time neighbours were evacuated.

"Around 1630 (1530 GMT), after special units fired teargas into the apartment, two men were arrested," The Hague prosecutor Han Moraal told a press conference.

Police chief Gerard Bouwman said there had been an exchange of gunfire, and a hand grenade was thrown at the arresting officers, which exploded injuring several.

Two of the injured officers were reported to be in a serious condition.

One of the suspects was shot in the shoulder after he failed to obey police instructions, officials said.

So these are a few details of the Hofstad group, who apparently were the targets of today's raids in Holland. Despite our quoting of the Reuter's report, there was no gunfire in the raid. Bloomberg quoted Wim de Bruin, a spokesman for the prosecutor's office, who said that the arrestiing officers had used thunderflashes, which sounded like gunfire.
The other suspects arrested today include five men, between the ages of 18 and 30, and a 24-year-old woman. They weren't identified and will appear in court in Rotterdam on Oct. 17. The seven were probably planning attacks on politicians and one government building, the national prosecution service said.

Parliamentary buildings in The Hague will receive extra security for an indefinite period, the Ministry of Justice said. The parliamentary area was closed this morning and will be shut until further notice, Judith Sluiter, a spokeswoman for the National Anti-Terrorism Coordinator, said today.

The raids which took place yesterday in Nalchik, Karadino-Balkaria, were apparently the work of Chechen activists. We have reported the claims made by the Islamist pro-terrorist site, the Kavka Center that these were caused by either the Jaamat Yarmuk group, who had previously caused havoc in Nalchik, or the Caucasus Front. Both groups are known to have supported the anti-Russian insurgence in Chechnya, and leaders of the Jaamat Yarmuk group were actively involved in being trained in Chechnya in the ways of terrorism and guerilla combat.

This is only a speculation. I will not be bold enough to suggest a direct link between the events at Nalchik, which (like claims made of Hofstad Group's intentions) specifically were targetted against public buildings, and the arrests made today, in terms of direct involvement between the two groups.

My speculation is that, following the events in Nalchik, and having information from their women informants of members of the Hofstad Group who were known to be planning an attack similar to that at Nalchik, the people who were arrested today were taken as a precautionary measure, acted on in haste because of the ferocity and suddenness of the Nalchik insurgency.
