Somalia: Hijacking of Ships by Members of Somali Government?
On Wednesday, a third ship was hijacked in Somali waters, again filled with provisions to feed the poor and starving of Somalia. The ship, the MV Miltzow, was in the process of unloading its cargo of food aid at the port of Merka, 40 kilometres from Mogadishu, when, at 3.30pm local time six gunmen stormed the ship and forced it to leave the port. Out of its total cargo of 850 tons of maize beans and vegetable oil, an estimated 400 tons still remained on board, according to a WFP (World Food Program) press release on harolddoan.com.The International Maritime Bureau has said that there have been 20 attacks upon ships in Somali waters since March this year.
The current incident happened shortly after the MV Miltzow's sister-ship, the MV Semlow, which had been hijacked on 27 June, had been returned. Both ships were registered in St Vincent and Grenadines, in the Caribbean. The hijacking of the MV Semlow had been, according to a report by Global Security.org the first time that a consignment from the UN's World Food Program had been diverted at sea. That food, 850 metric tons of rice, which had been donated by Germany and Japan, never reached its intended recipients. The MV Semlow was released to the El Maan Port authorities on 4 October.
The current hijacking of the MV Miltzow, whose cargo was destined for the people of Jilib district comes after problems with the Somali port authorities. Before the hijacking of the Miltzow on Wednesday, there was the theft of another ship laden with tea and oil, and also fuel for the returned MV Semlow - the MV Torgelow. The MV Torgelow was not a WFP-chartered ship. It had been privately chartered. It had been seized at the port of El Maan.
After the first theft, of the MV Semlow, the WFP had asked for the delivery of food via ship to be handled by its regular contractor for distribution, but the Somali Port Authorities consistently refused this request. In July, this lack of cooperation even led the WFP to temporarily suspend food shipments. WFP intends to supply 50,000 people in the central regions of Somalia, and also the tsunami-hit regions of Puntland during 2005.
After the second hijacking, questions were being raised by the government of Kenya, who had 9 of the Torgelow's 10 crew as their nationals, concerning the possibility that warlords inside the Somali government may have had a hand in the incident, according to the BBC.
Kenya's Assistant Immigration Assistant Minister Ananiah Mwaboza told KBC radio that Kenya might cut ties with the Somali government if any of the warlords participating in the government are linked to the gunmen who hijacked the ship.Reuters AlertNet also gives an account of the hijacking of the Torgelow. It mentioned that when the MV Semelow had been returned on 2 October, its crew had endured 100 days in captivity at sea. The last communication with the Torgelow had happened on 8 October.
According to the Friday 14 issue of the Telegraph, the Torgelow which was seized on Monday, and the Miltrow which was taken on Wednesday, both came from the same Kenyan yard. And late last month, three Korean fishing boats were seized.
In the BBC's report on the weekend hijacking, the first WFP ship to be hijacked, the MV Semlow, was only returned last week, after a deal had been negotiated between the pirates and a Somali businessmen. Its cargo of rice was intact. Port authorities claimed that the pirates were not paid, and had released the vessel unconditionally.
A report from the Times from Friday 14th discusses the issue of the ships being seized, and again raises the issue that Somali warlords may be responsible. It states that the MV Mitzow was spotted off the fishing port of Brava, 50 miles south from its point of hijack. The area is said to be the refuge of a local militia gang.
The Times article mentions that three Taiwanese fishing vessels and their crews have been held hostage for almost six months on an island off the southern port of Kismayu.
The International Maritime Bureau describes Somalia's piracy problem as "the most serious in the world". It reports that there have been 21 incidents off the Somali coast since March 15, making it as dangerous a stretch of water for piracy as the infamous Strait of Malacca in the Far East.The Times explained that since Said Barre was toppled from power in 1990, Somalia has become carved up by warlords and militias. In addition, the arrival of Islamic militants from Yemen and Afghanistan have made the area dangerous for westerners.
The chaos in Somalia has led to the creation of a more peaceful "mini-state" called Somaliland, even though it is not officially recognised. We reported earlier how, under Afghan-trained leadership, al-Qaeda connected guerillas were trying to destabilise Somaliland.
