UK: Home Secretary to Outlaw 15 Islamic Groups

The embattled UK Home Secretary, Charles Clarke, has announced his proposal to proscribe various Islamic groups under the Terrorism Act 2000, according to the Times this morning. He has included 15 groups on this list, which have all been associated with acts of violence and insurgence.

Being a member of a proscribed group under the Terrorism Act 2000 can be punished with a 10 year jail term.

"Recent events in London and elsewhere in the world have shown all too clearly that the threat posed by global terrorism has not gone away," said Mr Clarke, the Home Secretary, issuing the list.
He stated that proscription was an important power, and should not be employed lightly, but he said that he felt satisfied that all 15 groups should be added.

With an organisation proscribed, under the terms of the act it is not only the actual members are likely of being seen as committing a crime. It is also an offense for anyone to support or display support for an outlawed group. Mr Clarke intends in the future to choose which groups shall be on the proscription list.

There were protests from MPs that the list had been published too close to the new Anti-Terror legislation, which is due to be presented this week. Geoffrey Hoon stated that there would be a space put aside on Thursday for MPs to debate the list properly. One MP, David Heath, for the Liberal Democrats protested that the list could not be debated as it was a single order. His arguments sound very shrill when one considers who is on that list.

I have compiled a Special Report on these groups, which I will add to as time allows. If David Heath really does think some of these groups should not be illegal, it is no surprise that his party was involved with the "Stop the War" movement.
