France: Muslim Converts Charged Under Terror Legislation

A report today from Le Monde has more details of the two Muslim converts arrested last week suspected of being involved with a terrorist cell headed by Safe Bourada. The two individuals from Montargis, one aged 31 and one aged 36, were today charged, before being put into custody, according to a source close to the case.

The men were charged with "associating with evildoers in relation to a terrorist enterprise" and "financing of terrorism" by judges Jean-Louis Brugiere and Thierry Fragnoli.

Their arrest followed the questioning of four people arrested at Yvelines (Trappes) and Evreux on 26 September, suspected of plotting attacks in France, upon the metro, Orly airport, or the Parisian branch of the intelligence agency, the DST, the Directorate of Territorial Security.

The group, which called itself Ansar Al-Fath (Upholders of Islam), included Safe Bourada, who was found guilty of giving logistical support to terrorist bomb attacks in Paris in 1995, the supposed ringleader of the cell, of which another presumed member was arrested in Oran (Algeria) on 9 September.

Investigators have found at the home of one the two converts a recipe for making explosives taken from the internet. No explosive materials were found, however.

The police have found that the two men both had visa applications for Libya at their homes, who met in prison. Antoine Aussedat, the lawyer for one of the men, has stated that her client knew Safe Bourada, but only as a neighbour at the mosque, no more. On the planned visit to Libya, he said "It had been for tourist reasons."

Christophe Grignard, the lawyer for the other man, has said that on his connections with the Bourada group "he was only remotely connected as a bystander."

According to investigators the cell belonged to the "Salafist Group for Preaching and Combat"(GSPC). Bourada, who has recently returned from Egypt and Turkey, wrote upon his release from prison in Fenruary 2003 the manifesto document of the group Ansar Al-Fath, in which he proclaimed a lifestyle of religion and combat.
