East Africa: Outsiders and Islamists Told to Leave Somaliland
The region of northwestern Somalia known as Somaliland is a breakaway "nation", which, although unrecognized by the world at large, maintains its independence from Mogadishu-controlled Somalia. It is comparatively peaceful, having declared independence unilaterally in 1991.
According to Baku Today it has ordered outsiders, especially Islamists, who have no legitimate business, to leave the region. This follows from a shoot-out with suspected Al-Qaeda operatives on Friday, when five men were subsequently arrested. Three policemen were injured in the shootings in the capital of Hargeisa, which were triggered by tips from local residents. The daily newspaper, Ogal, claimed 100 people had been detained for questioning, but most had been released. The Interior Minister, Ishmail Aden announced that all illegal non-Somilanders would be deported.
"I have instructed the (Islamic) clerics from neighbouring Ethiopia and Somalia to leave the country if they do not have legal papers and are not genuine businessmen registered by relevant authorities," Aden said.He announced that police had recovered a large amount of weapons and communications equipment. The suspects had been plotting attacks in Somaliland before the 29 September elections in the breakaway state.
The claims of Al-Qaeda operatives are not wild surmisings. Western intelligence sources have said that the anarchic country of Somalia has become a refuge for Al-Qaeda-linked fighters, attempting to destabilise the region, In July, the International Crisis Group stated that these were led by an Afghan-trained militia leader and had made a foothold in the capital of Somalia, Mogadishu. In their report:
"The threat of jihadi terrorism in and from Somalia is real," .... describing the group as "a new, ruthless and independent network with links to Al-Qaeda".
