Pakistan: Sexual Abuse in Madrassas

The Islamic seminaries known as madrassas have gained notoriety in recent months, with reports that London suicide-bombers had trained at such establishments. At these schools young boys and teenagers are taught the disciplines of Islam. Some have been known to keep young boys chained while they memorise the Koran. Last year, Amir Liaquat Hussein, a deputy minister for religious affairs, stunned Pakistan with revelations that 500 complaints had been lodged of sexual abuse of young boys studying in the madrassas.

Since he made the claim, Hussain has been subjected to death threats, and also criticism from Islamic leaders, according to Canton Rep today. Hussain now does not wish to speak about the cases mentioned, and no significant arrests or prosecutions have happened. Up to 1 million children attend these "schools", which are largely funded by Islamic parties, and rely on donations, or zakat.

"The mullahs think they are above the law," said Asma Jehanghir, chairwoman of the Human Rights Commission of Pakistan, a nongovernment agency. "We have to break this wall of silence."
The Interior Ministry has stated that police are investigating claims of abuse, but refused to give details.

Parents are being encouraged to compile details of abuses by human rights groups in Pakistan, including Sajil, a group which helps child victims of sexual abuse. A madrassa teacher and two others are in custody in Karachi, awaiting trial for throwing acid on a 14 year old in 2002, blinding and disfiguring him, after he refused to have sex with an Imam. Another group, Madagaar tells how a 10 year old came home with a bite mark on his neck - he had been sodomised by a cleric after evening Koran classes. The group described how his mother had been offered bribes to keep quiet. No arrests in this case have been made.

The Human Rights Commission of Pakistan detail an incident in Lahore from last year, when an 11 year old was admitted to hospital with head injuries and multiple bruises. He had attended a madrassa at Faisalabad, and had been routinely beaten with iron bars, and chained when he tried to escape. The madrassa teacher, Qari Mahboob Aalam, refused to admit torture, but stated: "It is a practice to chain students".

Similar reports have been recorded further afield, with Mauritanian children from madrassas being forced to beg on the streets to raise money for their "education". In Bangladesh, where girls are allowed to attend these seminaries, unlike Pakistan, a teacher was arrested in March for raping girl students.
