UK: New Offence of "Glorifying Terrorism"

In a report from today's Guardian, the long-expected proposed new laws against terrorism were described. Published yesterday (15 Sept), the new laws have already drawn fire from Britain's civil liberty group, Liberty.

It is proposed that anyone who "glorifies, exalts or celebrates" any terrorist act committed over the past twenty years could face a jail term of up to five years. 9/11 would be a "listed event", covered by the new law. This would not be good news for Anjum Choudhury, who led the group Al-Muhajiroun until it was disbanded. He has notoriously described the moment the planes went into the Twin Towers as "magnificent", and frequently celebrated the killings of Israelis, as recently as this year, on a BBC "HardTalk" interview.

Charles Clarke, the Home Secretary has said that recent celebrations of terrorism nave "only served to inflame already sensitive community relations in the UK." Another of the proposed laws announced yesterday is that of "dissemination of terrorist publications", which he said were material of a radical nature found in extremist bookshops.

"We wish to make it clear that it shall be illegal to disseminate both material that may incite terrorism, and material that may be of use to terrorists, such as training guides," Mr Clarke said in a letter to the shadow home secretary, David Davis, and to his counterpart, the Liberals' Mark Oaten.
Another proposal is that the maximum time for suspects to be held without charge is to be raised from 14 days to 3 months. "Preparing terrorist acts and training" will carry a life sentence, and instructing others in the use of "noxious substances" will carry a 10 year sentence, as will "attending a terrorist training camp", anywhere in the world. On "supergrasses" - if anyone gives useful information on terrorist activities, they may receive a 60% reduction in sentencing.
Absent from the proposals is a law to refuse asylum to anyone connected with terrorism anywhere in the world, and the setting of a maximum time limit on extraditions - two features the Prime Minister, Tony Blair, had earlier heralded.
